PCBs

A related problem, one which reared its head here not long ago: when
such contaminants are present in collections area, during an emergency,
health-safety personnel may interfere with 'normal' emergency response.
One of our libraries had a small incident with a burst water pipe and,
because of an asbestos hazard, the plumbers were not allowed in to the
area to turn the water off!  The operational and administrative
implications are, to say the least, interesting.
