LSTA ON HOUSE FLOOR TUESDAY -- URGENT ACTION NEEDED
The Library Services and Technology Act (LSTA), the six-year, $150
million per year renewal and updating of the Library Services and
Construction Act (LSCA), is expected to come to the House floor on
Tuesday, September 24 for a vote. The version of LSTA in this
bill, H.R. 1720, is the same House-Senate conference version that
conferees agreed to in H.R. 1617, the Workforce and Careers
Development Act, including administration of LSTA by an Institute
of Museum and Library Services.
H.R. 1720, a "A Careers Lite" version of H.R. 1617, has been
developed by the House Economic and Educational Opportunities
Committee. In addition to LSCA, it includes one-year extensions of
the National Literacy Act, and several vocational and adult
education programs, as well as a few higher education pieces from
H.R. 1617. It is an attempt to salvage the non-controversial
portions of H.R. 1617, as well as to ensure that key programs
continue.
H.R. 1720 is expected to be brought up under suspension of the
rules, which means it is considered non-controversial, cannot be
amended, and requires a two-thirds affirmative vote to pass.
ACTION NEEDED: Urge your Representative to vote for H.R. 1720
because it includes an urgently needed restructuring and renewal of
the library grant program as the Library Services and Technology
Act. It's already been agreed to in bipartisan fashion by a
House-Senate conference committee. It's widely supported by the
library community. Your messages all year, especially on Library
Legislative Day in May, and your efforts during the August recess,
have been heard and heeded. The U.S. Capitol switchboard number is

Please make this last push by calling your own Representative as
soon as possible to urge a "yes" vote on H.R. 1720 on Tuesday,
September 24. If your Representative is a member of the Economic
and Educational Opportunities Committee, call to thank them for
bringing this bill forward, and urge a yes vote.
