Although you will not get anything in writing, the disc manufacturers are
fully aware of the archival issues (like oxidation).  The big problem with
CD-Rs is that many of the blanks are being produced in China and archival is
not an issue.  Stay with the main brands like Mitsui, Kodak and Maxell.

Playback compatibility would not be an issue if all of the manufacturers
followed the CD specification.

What we need is a "Consumers Union" type lab that would test discs and tapes
and produce reports.  Presently, "archival" tests are performed by
manufacturers and the company attorneys will only allow unfavorable reports
to be released to the public.
