Any mastering software will permit writing a WAV file to CD-ROM regardless of its content. If you are asking about CD-DA (Compact Disc, Digital Audio), the answer is "no". The format for a disc playable on a conventional audio machine is immutable: 44100 samples per second, two channels of sixteen bits each, uncompressed PCM.
