Tom - I think you may be on to something regarding the date discrepancy. I'm
going to dig into that, since some of the architectural features also seem
to suggest an earlier date.
After some more Google Image searching, I'm pretty sure that the mixer is a
22D as you suggest, like the one shown here:

This would make sense, especially if the microphones are in fact Western
Electric 618A. It does seem to be a little late to be using a dynamic mic
from the early thirties like the 618A, especially given the improvements
being made at RCA at the time.

It's all Western Electric gear. The mixer is a 22 series, maybe 22D but
maybe an earlier version. The mic is Western Electric's 1931 dynamic mic,
don't know the model #. Pre-Salt Shaker. The photo is definitely not from
the 1950's, as the Marine Band guy's post suggests. The dress, venue and
equipment indicate 1930's, pre-WWII. I'd suggest early 1930's based on the
clothes.

It looks like a GATES remote broadcast mixer with inputs for 3 or 4 mics.
It would feed it's signal through a telco remote line back to the radio
studio.
