In all the responses, no one has mentioned that they have ever heard, seen, or read about in print of another 16" record produced at UW-Madison. Is there anyone specific I should contact in the Oshkosh / Milwaukee / Madison area that does have the expertise to identify exactly what it is I have, and whether it is the only one still in existence, however I doubt that it is?

You could start by talking to people at the University. Either the Band itself, or WHA, or the Wisconsin Music Archives at the Mills Music Library.

The fact that the labels are marked "outside start" suggest that the record is probably not microgroove. Not absolutely certain, but I believe the era of outside or inside start was before the days of microgroove transcriptions. If I'm mistaken, somebody will be here soon to set us both straight.
