The first time I heard about the workplace radio issue was
in the very late 80s or early 90s, when an employer of mine,
which owned a chain of industrial hardware stores (Tacoma
Screw Products) recieved a registered letter from BMI
saying we had to either stop playing radios in our stores
or start paying royalties - and went on to mention that
this included not just the radios the customers could
hear, but radios in the warehouse, shipping and receiving
departments, keg-breaking area, machine shop, offices,
everywhere.  The owner decided to take the radios out of 
he stores, buy an advertising service for "muic on hold"
and profess ignorance of employees listening to "their own"
radios in their work areas.
