Absolutely!

Artists and webcasters are free to make any financial arrangement they wish.
The compulsory license compels artists to allow themselves to be broadcast
without permission provided they get paid the statutory royalty.

When you consider the advance in communication created by internet
technology, the whole idea that there is even the slightest need for a
compulsory license becomes very questionable other than as a power play
intended to force artists to accept compensation that is below market value.
