While not cheap, it's not expensive as audio software goes:

Diamond Cut has some wonderful speed changing software. I use it for <GAK>
rim drive </GAK> tapes.

http://www.tracertek.com/dc_six.htm  I think it's $200. They were offering
a blowout upgrade on the DC Live/Forensics package this Christmas, so
I  bought that. It's hideously expensive otherwise. But DC6 is a great
piece of software.

Most of the readily available shareware I've seen adjusts pitch, but not
playback time. (More suitable to DJs trying to keep a beat than to 78s
research.)
