Is "deaccesioning" used here as a synonym for "destruction" or
"abandoning with probable eventual destruction?"...or just
"removing from circulation?"

In some libraries "deaccesioning" amounts to taking the records out of the
catalog simply because no one can find the item...most likely stolen.
Sometimes it shows up later when someone moves and finds the item they had
check out was never returned, and feeling guilty they return the item, but
that doesn't happen very often.
