This has been something I've spoken about numerous times at the Music
Library Association for at least 40 years.  Fear of the copyright issue has
killed any seriious discussion in the past.

Certainly the alternate cylinder dub idea is fine but, according to the
current reading of the copyright law, they can't exchange their work.

Well, of course they can.  Make the tapes where the cylinders are, make a CD
copy, send it to any  country with the 75 year law, press and import it.

This is happening at present with a number of reissue projects of which I'm
aware.
