Paper is a poor choice; Tyvek is highly recommended. The paper envelopes 
will have fragments of wood which scratch the disc surface. That 
information from a company analyzing a disc I submitted; my own guess is 
that the paper used may contain acid and that that, too, may have long-term 
implications.
