Is it time to start making CD-Rs of it all?

No, quite the contrary, the EMP (electromagnetic pulse) works by
generating very, very large and short current pulses in all
conductive materials. This would probably mean that all
metallisation would evaporate, certainly if its thermal time constant is too low, hence the CD-technology would not be immune. Magnetic tapes would only be susceptible to the extent that they are close to potentially current-carrying structures. Compare to investigations on the effect of strokes of lightning.
